Consultant for baseline study of Strategic Partnership on Sexual and Reproductive Health and Rights (SRHR) in East Africa

The Danish Family Planning Association (DFPA) is seeking an experienced and qualified consultant to carry out a baseline study on select components of our new Strategic Partnership on Sexual and Reproductive Health and Rights (SRHR) in East Africa funded by Danida in the period 2022-2025.

The Strategic Partnership is implemented in three countries, Kenya, Uganda and Ethiopia and covers five thematic areas within and in relation to SRHR and Gender Equality: Sexual and Gender Based Violence (SGBV), Youth, LGBT+ (Kenya)/Key Population (Uganda)/Sex workers (Ethiopia), Women at work in the formal private sector, and Climate Change.

Background

DFPA is a non-governmental organization without religious or political affiliations. We work with associations and organizations within the sphere of Sexual and Reproductive Health and Rights and are a member of International Planned Parenthood Federation. DFPA have been implementing international projects since 1994. In 2022, DFPA entered in to the second phase of its Danida Strategic Partnership Programme. The Strategic partnership projects are implemented in collaboration with 14 local partners on projects within all five thematic areas in Kenya and Uganda and within four thematic areas in Ethiopia.

Purpose of assignment

The overall purpose of the consultancy is to provide DFPA and partners with insight into SRHR knowledge, practices and gender norms, attitudes, and practices among beneficiaries, formal and informal leaders as well as service providers. Based on this analysis and an international literature review the consultant should provide recommendations for improvement of the approach. The baseline study findings will inform intervention strategies as well as ongoing monitoring through the project implementation period. An end-line study in the same selected sites and with same methodologies will be undertaken to capture positive or negative changes.

Competences and qualifications of Consultant (or a team of consultants)

The Consultant should have the following competences and experiences:

  • Proven experience in using qualitative research methods
  • Professional experience with working in East Africa, preferably Uganda, Kenya and/or Ethiopia (with the health sector and civil society)
  • Comprehensive technical knowledge of participatory research methods in a Sexual and Reproductive Health and Rights programme implementation setting - preferably in a Global South context
  • Experience in documentation of programmatic approaches and target oriented communication
  • Knowledge of sexual and reproductive health and rights
  • Fluency in English.
